In my experience that is not too unusual, I have had email disappear for longer
(caused by my ISP).
I have not seen an email server that had the necessary features to drain its
backlog of unsent emails before being taken down for maintenance. So what
happens is any unsent email will stay on the disk until that particular server
is brought online again. The SCOUG email server sometime has problems which
will cause the backup server to get the email which then adds more servers that
can be taken down for maintenance which increases the chances to having delays.
