Well, I attached it as a file, so Thunderbird might not be up to this.

No you don't. The .eml file is a regular rfc822 mail message. The only
difference between it and all the other mail you receive is where it is
stored. The tickets.html that shows up in the attachments listbox is
exactly that, an attachment. It's not the .eml file magically renamed.
You are supposed to be able to double-click on the attachment to open it,
but this requires proper MIME settings. I was not able to open the
attachment by double-clicking in Seamonkey. However, I rarely use
Seamonkey for mail so it's likely that the settings are not correct.
Since you can't double click to open in Thunderbird, I recommend you check
your MIME settings. What you are looking for is a setting that says use
the browser to open .html attachments.
What does work for the moment is detaching the attachment and opening the
resulting tickets.html in your browser.
