I recall that Thunderbird, several iterations ago, had the same setup
you describe for Seamonkey. Now the various preferences you find under
Edit, in Thunderbird, are found by clicking on each mail accounts
setting by clicking on each mail accounts main setting, just above
inbox. The other settings are under Tools -->Options.

To this question, I'll give you a Steven type answer: How do you know
that it isn't Seamonkey that is so different, and I have no idea why
Seamonkey and Thunderbird are so different. (big G>
