I have this same 10 second problem and it appears that it is a
function of real time streaming. If I download the file then I
don't have that problem.
I have a 384kbs DSL connection. I see this problem when the net is
slow. I've tried caching and it hasn't significantly helped.
At the link I just get what is the beginning 'title' over the city
seal but it never starts even though data is coming in. Unless
there are several minutes at the beginning before the action
starts.
These are my settings:
