Someone suggested to set the cache higher and set a minimum cache to fill
before starting playback. I have the following now in my config file:

cache=8192
cache-min=99

Here the streaming video only stops if I move the actual mplayer window,
and then only for the time its being moved. I tried playing one of Mark's
city council video, but all I get is the title screen and streaming
elevator music and its been playing for a while now.
