You need:
BASEDEV=USBMSD.ADD /FLOPPIES:1 /A_USAGE:0 /REMOVABLES:8
Mine is right after USBHID.SYS.
I would highly recommend that you get a copy of USBCFG, run it, RTFM, etc.
