I think these are 7z archives, but I'm finding that
7Zip and IZARC might be my best-all-around archive
handlers for that platform, anyway. (They do RARs as
well.) Unless you are very fond of Command Line
operation, you'll want a front end for this. WINFF is
one, but there are a few others.
Paul Smedley does FFMPEG ports from Linux to eCS, and
I think he also has a front end for it -- if you care
to try any conversions on our side of the fence.
