You can remove this at your leisure.

You need to install a NIC driver.
If the ATT supplied card has OS/2 drivers, you can use that. If not, you
can get an RTL8169 based card for a couple of dollars. There are a large
number of PCI NICS with OS/2 drivers.
Once you install the NIC, it will be time to run the MPTS configuration
and add the driver and the TCP/IIP protocols.

This will be supplied with the OS/2 driver for the NIC.

Are you sure? That's \mptn\bin\setup.cmd. It will be created by the MPTS
configuration tool, so it really does not matter.
