The leading underscore implies that the cdecl calling convention was used.
There should have been a warning that DosDevIOCtl was not declared. Was
there?
You need to use
#define INCL_DOSDEVICES
#define INCL_DOSDEVIOCTL
#include
This will ensure you get the correct declaration for DosDevIOCtl.
You might need to tell configure where to find os2.h.

The underscore is a symptom. It's not the problem.
