Don't have a specific suggestion, but I'd like to register a vote for a  
resume-capable-FTP client. Sounds like a real WIBNIF.  However, I know very  
little about such things so any project dealing with TCP/IP. e.g., Tom  
Emerson's suggestion, would provide a useful learning opportunity.
