Not at all. All because he's experimenting. You can pass stem variables
to procedures via expose or interpret. It's just not direct. It's really
no worse that C's inability to return arrays and structures without extra
work.

Classic REXX has it's limits unless you use 3rd party libraries. You got
to remember it was invented by mainframe types. Object REXX is better. I
may get around to learning it someday.

For getting work done, there's nothing like UNIX. More tools than you can
shake a stick at and very few arbitrary, stupid limits.
