How do you block ports from being assigned?  
 
Suppose somebody writes a video server and decides it will listen on  
port 24953 because that's the serial number on their new motherboard.   
But he only runs it when he's in Chicago at Warpstock.  
 
If we start the FTP server and it assigns a port to some user, how do we  
keep port 24953 from being assigned so it's always available in case we  
start the video server?
