You get a database like Oracle or Informix. dbExpert is not a database.
It's a tool for writing forms and reports to access your database.

loopback address to make it work standalone.

If you get the developer edition you should get the language specific
libraries that you need. You need to check which bindings are included.

If you have never done DBA or SQL work, get ready for a learning curve.
