The CD is probably fine and, most likely, a download will fix nothing.
The Feature Install objects are probably corrupted.
Open the "Installed Features" folder in \OS2\INSTALL and blow away the
Java install object. Run CHECKINI or UNIMAINT a couple of times and the
problem should go away.
