There should be a readme.  The .tar.gz is probably a dump of the cvs tree.  
I may finish this email before I can check because SourchForge is 
constipated at the moment.  You can start with the .tar.gz or do a cvs 
checkout from the tree.

Get gzip and tar from Hobbes. 
You will also need a working emx gcc install.
