How to use Dr. Dialog to create OS/2 Rexx programs

Anybody know where REXXLIB.DLL comes from? A lot of programs use it but
I don't know its source.
I'd also like to find the home for RXU.DLL. The only info I have is
from Digitize2.hlp; I've emailed Dave Boll but if anybody has the link
I'd sure appreciate it. From Digitize2.hlp:
According to the author's upload notes attached with
RXU.zip RXU is a public domain (free ware) package.
RXU is a package of diverse OS/2 Rexx External Functions.

If not, I'll ask on comp.lang.rexx.
