These systems are all in place. Just take a look at any of the well
managed open source sites such as SourceForge or Netlabs. Everything is
in place. Source code control, bug lists, mailing lists etc. All that's
required is for someone to step up to plate and write the code to fix the
problem. There's no methology to make this happen. It's a matter of
individuals choosing to do the work.
