Exactly how are you calling the function? 
You can look at the code yourself.  It's in: 
 \Toolkit\Samples\REXX\API\REXXUTIL\REXXUTIL.C 
The code is pretty weak and I've been involved in diagnosing wierd 
problems with it in the past, but first things first.  I'd suspect a usage 
error.
