1) Why? use:
CALL ASK.CMD ....
in the batch file.
2) RexxtoC (or whatever it is called) might work,
but I have no experience with it -
seem to recall you tried it once for me while I was in
Phoenix, to no good end.
3) Would it be too much trouble to recode it in PL/1?

CALL CharOut 'STDIN', theone ;
to just:
SAY theone ;
