Silly me. I forgot to say what the problem was.
Currently, InetMail must be shutdown, the TZ value modified, and
InetMail restarted at every Daylight Saving boundary. If this is not
done, the message Date: field will contain an innacurate time zone for
half of the year and mail clients will display an innacurate time for
those messages. This can cause messages to appear out-of-sequence (i.e.
a response appears before the message it is responding to).
