I've always figured it's just real hard to anticipate everything. "Ill
defined" in hindsight, but it seemed okay at the time. That's why spiral
models are natural. Tough sell though. Funders like to have everything
precisely defined on day one, which is why so many projects overrun. You
gotta look the manager in they eye and say "yep, I know everything about
this project, fund me." Even though you don't.
