The Government Printing Office is where final reports of most
government funded research get released (http://www.gpo.gov/).
It's also a good idea to check the actual funding agencies since
they may have documents available before they are ready from the
GPO. Departmnet of Commerce research is available through NIST
(http://www.nist.gov/). A lot of Deparment of Energy work is at
NetLib (http://www.netlib.org) and at the individual National
Laboratory web sites (http://www.inel.gov, http://www.anl.gov,
http://www.lanl.gov, http://www.lbl.gov, etc.). You can also
check at NASA (http://www.nasa.gov) to get the links to their
laboratories such as JPL, Goddard, Dryden, Moffet, etc.
