From my OS/2 colleague Rick Curry:
For anyone who does not remember them, Watcom provided a compiler
which ran on multiple operating systems and produced cross-platform
executables. The version I purchased a few years back is one of the
few remaining tools which will build a TSR. And this package also
apparently includes Fortran (you probably won't be building any TSRs
with that!)
