OK. It looks like physical memory was not the problem. I pulled the 128MB
DIMM that's in there now and replaced it with a 64MB DIMM, equivalent to what
was there before and the error message persists. It must be something else.
It took me a little while because I wanted to update with FixPak15/W41026. Not
too surprisingly, the behavior doesn't change.

I don't think my reading of the message is confused but it's possible that the
message is confused about what it is reporting. It's repeated below for
reference. It's pretty difficult to read as anything but a system memory issue.

P.S. The error message reads in its own popup graphical text message box:
Fatal error. Not enough memory to run SimTown. Try these: 1) Close some
applications and try again. 2) Buy some more memory. (Nothing else is loaded at
the time this message appears so it's not that too many apps are loaded.)
