No, the SOM Objects Toolkit is for developing WPS objects and other System
Object Model and Distributed System Object Model applications.
What you need for developing, PM applications is the Warp4 Toolkit. This
also contains the subset of the SOM Toolkit required for doing WPS
objects.

The Watcom you have is only a subset of the full Watcom product. It
includes only those components owned by Sybase. It does not include any
licensed components. See www.openwatcom.org for details.
That said, even if you were to go purchase a copy of Watcom 11.0b on eBay
or wherever, you would not want to use the included toolkits. They are
very much out of date.
You can get a copy of the current Warp4 Toolkit from several places:
- an eCS CD
- a SWC CD
- a Developer's Toolbox subscription
The SOM Objects Toolkit is available from Hobbes. It's usable, but you
have to be careful to not let it backlevel you Warp4 SOM components.
