Most likely you need to clean up your WPS .ini files. If you don't
already have it, get WPTools from Hobbes and learn to use checkini and the
other tools it contains. Be sure to backup your desktop before attempting
any Desktop cleanup.
There's also Carsten Arnold's cleanini (cleanini155.zip).

Unlikely. OS/2 and Win95 share little in common other than that you are
running them on the same computer. That Win95 boots and works says your
hardware is probably OK. That's about all it says about your OS/2 setup.
