No. Although I believe that they have such a service - but it's cable
down, phone up (and requires Windows, too).

They gave me 3 months at 19.95, 49.95 after that, and a 24.95 shipping
charge for the equipment.

Yes, sort of.
They told me that yes, I get a fixed IP. As it turns out, they use DHCP.
I get the same IP each time.

I don't know.
The instructions on setting up were simple. I enabled DHCP in eCS,
rebooted, went to a web site as they had instructed, filled out a few
things, and I was done!
