I've been reading these communications with interest. I thought of
Steven's trick, too, and tried it out on the Watcom IDE. It did not
work, in spite of the fact that I checked the minimized box. Then, I
tried running the IDE from the commandline, using the START command with
the /MIN option. No good. If you look at the OS/2 online reference
documentation for START, it says that a PM program may choose not to
honor the /MIN parameter request.

I think you are out of luck. I believe that some apps just will not be
opened minimized. That's what I believe.
