The new router may have some sort of full reset switch. Ususally, there's
a small hole in the case to access it. However, if the flash upgrade
didn't take, you make have scrambled code inside the flash chip. The only
solution I know for this is to remove the chip and reprogram it use a
hardware programmer.
The SMC may just have a blown fuse. It's worth checking.
