Direct IBM refurbs, like mine, do indeed carry a 90-day warranty,
which is better than none at all. Occasionally, used machines
with time left on the warranty are available, with sometimes
as much as a year remaining! Some IBM refurbs at half.com
(VG versus EX) have 30-day warranties, when sold by third parties.

My 366MHz, 6GB TP600E was about $830, IIRC, when new machines sold
for $2500 -$3000. At that time, similar used machines were ~$600+.
Presently, 400MHz, 10GB, DVD TP600Es are selling for <$600 on half.com.

An IBM refurb is worth a lot to me, as opposed to some large
scale dealer somewhere on the internet. They may claim refurb,
but most just don't have the facilities to do a proper refurbishment.
For most sellers, refurbished simply means used, no more. As the
original manufacturer, the refurbished claim from IBM, backed by
their 90-day warranty, carries a lot of weight with me.

I don't know how to apply a percentage, since the price trend
is downward. As models get older and older, the percentage of
their new price continues to decline. It's easy to do a price
comparison by looking at eBay or Half.com, but that's just
a snapshot in time. Next month, the same model is even less.
