Did you get anything in popuplog?
Did you try with a new profile?
Do you any references to Mozilla or IWB in LIBPATH?
Are you running one of the fast start options?

A reboot should not be needed. The key is to ensure that no references to
incompatbile versions of Mozilla or IWB are picked up.
