Sandy, I had those same symptoms with an earlier version of Mozilla...

check your config.sys file to verify that your libpath statement starts with
"LIBPATH=.;" followed then by your normal letter paths
(D:\mozilla1.6b;D:\os2\dll; ...etc).

I just happen to have the Mozilla path immediately after the ".;", I am not
sure that's necessary.

I am still on Mozilla 1.4b. But, back when I first installed it, someone
gave me that tip on the Mozilla newsgroup and it worked for me
