It's probably not. To give you a feeling of the pieces involved, here's
what happens when you make a dialup connection to an ISP. Your dial-in
phone number connects you to a Point of Presence (POP). The POP has the
ability to answer the phone and get you logged in and route your traffic
into the ISPs infrastructure and out to the Internet. The physical
connection to the POP stays active for the duration of the phone call. In
general, there's no way to know what piece of the ISPs infrastructure or
POP a particular number might connect you to. What you can see is that in
your case, you are probably getting connected to different POPs and this
is at least one of the things that's causing the variations in what works
and what does not.

FWIW, Earthlink has never given me any real problems, but this is a YMMV.
There are those that hate Earthlink. What I do to resolve any problems
that do come up is keep track of all the local numbers Earthlink provides.
If something stops working correctly, I'll try a some of the different
numbers. If the problem was specific to a POP and I manage to connect to
a different POP, then I've found a solution. Eventually whatever problem
the original POP had will get resolved, usually by the next time I
dial-in.
