A few years ago, a lot of the refillers were using Schaeffer ink. Some
added PhotoFlo.

It's a proprietary formulation liquid that is used in darkroom
processing of film and prints. I used it all the time when I developed
my own still and motion picture film (yes; most people don't know you
can do that).
I've tried in vain to find out exactly what it is made of. PhotoFlo
keeps water droplets from forming -- is this called "soft water"? -- so
you don't get waterspots on the film negatives (or positives for motion
picture reversal developing) and the paper prints dry evenly. I suppose
you could even throw in some of that dishwasher stuff that keeps
waterspots from forming on your glassware, it's probably closely
related.
The idea is to get the Schaeffer ink to flow evenly through the inkjet
cartridge.
Any photo shop that sells darkroom supplies will carry PhotoFlo.
