I guess I'm just lucky. I just tried the next site listed on the first
line and it was an FTP site, so it downloaded just fine. Although, as I
mentioned, you could have just used File -> Save Page As and you would had
a copy from the first link.

Even though the U.S. California site is messed up, that does not prevent
you from grabbing a good copy of the file from the site.
