It's not supposed to crash. What it's supposed to do it pop up a dialog
complaining about the full diskette. Then you are supposed to delete some
of the extra files from the diskette and tell the create tool to continue.

What do you mean by crashes?

It's all the same code. The same fixes that apply for your Warp4 setup on
hard disk apply to your setup on diskette.

OSKRNLI is just OS2KRNL renamed. The name tells the kernel to prompt for
the next diskette when it can't find a file on the current diskette.
