Are you absolutely sure you are using the same IDE drivers on the
diskettes as you are using on the hard drive?

You need to point these both at cmd.exe with something like:
PROTSHELL=\OS2\CMD.EXE
SET OS2_SHELL=\OS2\CMD.EXE
Correct the paths as needed.
