I think that I saw the same report. But I think that the actual statistic
was that one ISP (either AT&T or AOL) had seen no change, while the other
noted that there was a 10% increase in *offshore* spam.

The most damaging part of the federal anti-spam law was that it apparently
pre-empted California's own. The "spammers" trade group said their
members were concerned about the Calfironia law, and were preparing to cut
back. That is, until the fed law passed.
