You might be able to find somebody with a set of IBM OS/2 Developer  
Connection (is that the right name?) CDs.  They had everything plus the  
kitchen sink on them, including PL/I.  
 
The manuals, afaik, are only in electronic format, not hard copy.  
 
I've never tried an eBay search on PL/I.  You never know, maybe you can  
find a copy there.  
 
Finally, there's a PL/I fixpak at  
ftp://ftp.boulder.ibm.com/ps/products/pli/fixes/ you should apply if you  
do find a copy.
