OK.  Clearly something changed while you were futzing, but it not yet 
known just what.

OK.  Setup.cmd now looks OK for dhcp. 
Looking at LANTRAN.LOG... 
 SYS0318: Message file \MPTN.MSG cannot be found for message  0001. 
should be: 
 IBM - OS/2 Socket/MPTS Common Transport Semantics 
this is message 0001 from MPTN.MSG which should be in C:\IBMCOM and DPATH 
should contain C;\IBMCOM.  Do you have MPTN.MSG in the correct location?  
DPATH looks OK in CONFIG.SYS, so make sure you only have one MPTN.MSG. 
I suspect there may be a CONFIG.SYS problem, but I don't see it yet. 
Can you ping 127.0.0.1?  What about the router?
