Support the the TZ variable is 100% application dependent. As you know
some apps, do a better job than others wrt processing anything but the
simpiest variations.

There are apps that do this. The OS does not have built-in support for
this.

The usual place is the runtime library docs for the compiler you are
using.
To find out what you have in the way of installed docs, you can:

TZ
Ctrl-A
Enter
