Yes. This one is pretty much a sure thing. The interesting part is that
when the setting does not appear in prefs.js, the default is to start
online. What I suspect is happening is that some internal consistency
check fails after the dirty exit and that triggers the offline startup.
The explicit setting probably overrides this action.
