Yes, it can do that.

Applause is a scanning app - packaged with at least one version of eCS,
but there are several for scanning. If you can get the document scanned
in with Applause, or another app, printing the document to ePDF from that
app (or any other one that you can open it with) will allow you to convert
it to a pdf file. I've done it a number of times.
