You turned them on with the TCP/IP Configuration object. The code that
starts them is in \tcpip\bin\tcpstart.cmd

That's odd. I would use Theseus to look at the invocation command line.
Note that you can have more than one startup folder even it that is not
what you want, so it may be time for some checkini cleanup.
