If it's not a defect, it definitely not desirable behaviour.

The only time I've ever see Mozilla come up offline is if I need to reboot
while Mozilla is running. Even then the behaviour does not occur often.

I have to suspect the current online/offline setting is stored in prefs.js
or one of the .rdf files. I'll have to track it down one of these days
when I get sufficiently curious.
