I double checked, and no, I didn't have Java 1.3.1 -- but now I do.

eCSMT did install it, but I'm still getting the same message. Looking
at CONFIG.SYS, eCSMT has changed LIBPATH= multiple times (there are two
that are REMmed out). There, JAVA131\JRE\DLL is in front of JAVA11\DLL,
but in SET PATH=, the only reference is to JAVA11\BIN. Should I insert
JAVA131\JRE\BIN in front of the JAVA11\BIN reference?

As always, thanks for looking at this!
