Mozilla is not open, and Mozilla is not in the LIBPATH. Mozilla does open 
when I LMB on a URL.

I tried two things: 
In the settings notebook, I pointed to seamonkey as per your suggestion. 
That did not work. Then I created a one line file, Sea.cmd in the \mr2i 
subdirectory as per your suggestion (that is, it contains: 
H:\seamonkey\seamonkey!2l.exe %1 %2 %3 %4 %5 %6 %7 %8 %9) 
I then put "Sea.cmd" in the settings notebook. 
In neither case does Seamonkey open -- even if seamonkey!2l.exe has been 
started from the command line in \mr2i. 
I did notice that when the settings notebook contained the line: 
H:\seamonkey\seamonkey!2l.exe %1 %2 %3 %4 %5 %6 %7 %8 %9 
When I did a LMB on a url, I briefly got a splash screen for seemonkey, 
and then it closed down (or stopped loading or whatever it does). 
I may not have understood your directions, so let me know if I missed 
something.
