If Mozilla is not open, it too should fail to open unless you have the
mozilla directory in LIBPATH. Having the mozilla directory in LIBPATH is
a bad idea if you intend to run multiple versions of the browsers. See
Steve W's page for hints on the available workarounds.

>If I have the settings notebook and msgutil.cmd point to

The msgutil setting should work. Recall that msgutil is invoke with
Ctrl-F3 to view html mail. It has nothing to do with the RMB menu
options.

There is a reason that seamonkey.!21 does not work. One can argue whether
it is an mr2i defect or a shell defect. Since the filename contains an !,
mr2i quotes the filename and the shell can not find
"H:\seamonkey\seamonkey!2l.exe"

The workaround point mr2i to a small command file containing just the line

H:\seamonkey\seamonkey!2l.exe %1 %2 %3 %4 %5 %6 %7 %8 %9

This will work.

FWIW, no sane unix shell has this kind of stupid problem. The shells
understand what quoting means and strips quotes appropriately.
