My guess would be that you currently have a dynamic address but it is possible  
that you have a static address if you have had this service for a number of  
years (I have a static IP).  You can find out by looking at the way your router  
is configured (most routers have a browser interface for doing the  
configuration, look in the documentation).  Unless you are running a web or  
email server on your home machine you will not know the difference between  
dynamic or static so I would say to change to the lower cost service.
