In your case, I doubt that tcpstart.cmd is doing anything on your setup.
IIRC, you are not running any servers. If so, tcpstart is basically a big
no-op.
The removable device monitor sleeps most of the time, so it's unlike to be
the source of your problem either.
We shall see.
